Justice Goddard: CSA Inquiry To Investigate Lord Janner

Justice Goddard, Chair of the Independent Inquiry into Child Sexual Abuse, today announced that the Inquiry will conduct a full investigation into the issues surrounding the allegations of sexual abuse against Lord Greville Janner.

The Inquiry’s investigation will examine and review:

  • the conduct of all institutions that have played a role in the case from the outset, with a view to determining whether those institutions properly discharged their duties of care to protect children against sexual abuse and bring perpetrators to justice. The institutions falling within the remit of the investigation will include relevant local authorities, the relevant care home, the Home Office, Leicestershire police and the Crown Prosecution Service
  • the factual basis for the allegations and, in doing so, will seek evidence from relevant victims and witnesses. If the evidence permits findings of fact to be reached concerning the allegations against Lord Janner, the Inquiry will record and publish these findings
  • the allegations that improper attempts were made to influence the decision-making of relevant institutions by figures of public prominence
  • the previous police investigations and all relevant prosecutorial decisions

Justice Goddard said:

“The depth of public concern surrounding the Janner case exemplifies the need for a thorough and wholly independent investigation intoCSA Inquiry the adequacy of institutional responses to child sexual abuse, particularly where persons in positions of influence are alleged to have abused children in institutional settings and have, for one reason or another ,escaped prosecution over a number of years.

“It would of course be quite wrong to pre-judge the outcome of our inquiries in any way, but there is, in my view, a clear public interest in conducting an exhaustive
and critical examination of the institutional decision-making processes
in this case and in exposing them to public scrutiny.

“Given the prominence of this case, and the controversy that surrounds it, I am
taking responsibility for leading this investigation. I have asked the Director of Public Prosecutions to provide the Inquiry with the full files held by her office and she has undertaken to do this. I expect nothing less than full co-operation from all relevant institutions.”

  2. Notice the use of the conditional ‘if’:

    “If the evidence permits findings of fact to be reached concerning the allegations against Lord Janner, the Inquiry will record and publish these findings.”

    They’re hedging already for a whitewash in five years time.

  3. well perhaps justice goddard should talk to victims like us,who holds nothing back.i applyed to be apart of goddard inquiery and recived letter of Fiona Folkstone mp saying i woukld be considered.DONT THINK THEY WANT TO HEAR THE TRUTH,AS TO MANY HIGH PEOPLE IN HIGH PLACES WILL BE EXSPOSED,I THINK THERE WAITING FOR ALL PAST ABUSERS TO DIE,IE SAVILLE,SMITH,AND IF POLICE WERE NOT INVOLVED AT THE TIME THIS WOULD OF BEEN SORTED…TO MANY PEOPLE WITH TOO LITTLE KNOWLEAGE OF WHAT US VICTIMS WENT THROUGH AND STILL GOING THROUGH TODAY ,HAVE NOT GOT FIRST CLUE.

    This is brazen. They are still covering up for abusers and hiding the truth. Getting this far has been like pulling teeth. It seems worse, though, that they’re not just covering up, they’re waving it in our faces.

    We don’t want an inquiry, we want a trial at the old Bailey, 3 weeks maximum , job done, jail time. These inquiry’s are designed to kick the ‘problem’ into the long grass whilst giving the appearance of ‘doing something about it’ . Disgrace. The cover up continues.

    It’s worth reading the full statement, including the Q&A:

    1. How will Justice Goddard go about the investigation? Will she be calling for witnesses to come forward? …. “Justice Goddard will also consider, with the members of the Inquiry Panel, whether it is necessary and appropriate to hold any public hearings in the case.”

    6. Could the Inquiry investigation have any criminal consequences for Lord Janner? …. “Justice Goddard’s inquiry will examine the factual basis for the allegations against Lord Janner.” (No mention of criminal consequences for anyone other than Lord Janner)

    9. Will evidence be given/taken in public? “Justice Goddard has an open mind at this stage as to whether it will be necessary or appropriate to hold oral hearings in public in relation to some or all of the evidence in this case.”

    Why does this make me think of the Waterhouse inquiry and goodness know how many other inquiries into cases of this kind? The priority is to control the process so that wild allegations of involvement by other high profile individuals (the very kind that put Janner’s name into the public domain in the first place) cannot be made. That is why the CPS do not want a trial – because in such an open forum, survivors and public officials are free to tell the truth as they see it, without fear of prosecution under Libel laws or the Official Secrets Act.

    And why don’t they want high-profile abusers that are still alive (and compos-mentis) to be tried? Because they will be tempted to name more names to save their own skins, such that, if we’re not careful, the whole pack of cards will come tumbling down.

    Just ask yourself why this man is so scared of an investigation? Then ask all those in positions of trust why they they closed down all the allegations,there as guilty as all parties and id like to see them all named and shamed for covering up/loosing documents and so forth,these scandals have been covered up for many years and those at top no it there all complicit and need exposing for there contempt of all victims,i no the said persons name was mentioned in all of leicestershires children’s homes,approved schools and so forth and how do i no because i was in those said institutes so my knowledge is not from any type of media influence at i lived in those so called places of safety,so trust me i do no what I’m talking about and on many many occasions i seen and was told to keep quiet about whai id seen with my own eyes,as they put it”Don’t jeopardise your your chances of being let home” the other one was,best forget it you don’t want sent to _______ do you? i.e. i was threatened with being sent some where more notorious than where i was at present,so again i say all those that helped cover up,remove,lie about thee wrongdoings all need prosecuting so we the victims can finally be believed and then possibly we can live our lives free from being brandished as trouble some liars,heres hoping at least

      much respect for telling as it is steve,it is statements like your’s that convince me that the public are the folk to inquire into what is rotten.

      those with most to lose have the greatest motivation to try to “keep a lid on this” and are very unlikely to do more than throw a few sacrifices into the mincer while distracting from the real problems.

      imho the only genuine and honest inquiry into all of these matters will be conducted by the public ,for the public ,it will be provided with data by the public and it will be conducted in public.

      when that process establishes as much truth as possible the public will have to decide how to proceed in order to obtain justice and prevent future harm .
      i hope that can be done with a minimum of mess but if it has to get messy to get the job done so be it .
