    the lack of support and enforcement of current policies/law could be addressed by extra resources but the lack of will to action in cases where there is a real or even a perceived danger to a survivor or to a new victim requires a change of attitude and legislation to back that change .

    im not sure what would be effective and reasonable motivation to ensure those with responsibility for protection are protecting.msm reports like that are a start i spose .
